Boudh:In a surprising incident a head master of a govt school in Harabhanga block of Boudh district allegedly siphoning govt and money collected from old students under `Mo school`scheme.Not only that,the HM identified as Nirmal rana,has been found manipulating the deposit slip of bank.Still,the district education department only placed him under suspension.The irony is that,Rana himself admitted his guilt.But,the administration,police and Bank,not yet initiated any action,although the act of Rana amounting to forgery,cheating.It so happened that old students of Govt UP school at Charichak in 2024 donated Rs 70k to the school under `Mo school`scheme to get a double amount as per the govt norms.The managing committe,however asked the HM,Rana to deposit Rs 50K in the account of `Mo school account` and to keep the rest Rs 20k to deposit later.As per the norms,after depositing the money,the deposit bankk slip needs to be submitted with the district education officer(DEO) and to submit with state esucation dept to get the matching grant.Insted,on 16.2.2024,Rana deposited Rs 5k at the Mo school account of the school at Charichaka SBI branch.But manipulated in the slip showing the deposit amount as of Rs 50K.Soon he submitted the slip with DEO,which was forwarded to state education dept.Since it was forwarded by DEO,the state education dept also endorsed it and on 3/3/2024 released a sum of Rs one lakh.Subsequently,Rana withdrew the Rs one lakh and Rs 50K,donated by old students,by submitting cheques in phase wise.The matter never came to fore,had a member of the `Mo school` committee not approched his friend in state education dept,xuring the current month.His friend after verifying the records informed the committee member that a sum of Rs one lakh has already been released to the account of the UP school.Surprised with it,the member apprised the matter to others in the committee and in turn the committee placed before the Block education officer(BEO).The BEO office urged the Bank branch to verify the account and the bank records showed that Rana never deposited Rs 50K in the account.Rather he deposited Rs 5K and some other amounts.Later the matching grant of Rs one lakh by govt also deposited in the account and Rana withdrew the amount.Soon the BEO office placed the allegation before DEO and a joint enquiry was conducted,which recommended for disciplinary action against Rana.After receiving the enquiry report,the DEO on 24/2/2024 placed Rana under suspension and fixed his headquarter at Bamanda govt UGHSchool.Accordingly the Block education officer Harabhanga in a office order has stated that a joint enquiry was conducted by Ghanashyam meher,ADEO,Boudh and Ajay kumar luha BEO,harabhanga on 18/2/2025 as directed by DEO on 13/2/2025.Another joint enquiry was conducted by Smt Jyotshamayee mahapatra,ABEO,Harabhanga and Sribanta naik,CRCC,Sarasara on 17/2/2025 as directed by BEO,harabhanga on 12/2/2025.During the enquiry HM,Rana admitted his guilt.Accordingly Rana has been placed under suspension and has been directed to report at Bamanda UGH school with a instruction not to leave the HQ without prior permission.When contacted,the DEO,T.Dubey said departmental proceeding has been drawn against Rana and after completion necessary action would be taken against him.While the DEO avoided the question on whether any FIR would be lodged with police against Rana,as he cheated the education dept,but said a circular has been given to all the schools in the district to submit the details of their Mo school account.The irony is that for the withdrawl from the account signature of the HM and committee president is mandatory.Besides,to get the matching grant,the proposal should be signed by the committee members.But the committee members and president remained tight lipped over the matter.
